HSES Advisor required by our Client, an international oil and gas Operator to be based in S.E.Asia on a direct hire basis.
 
Our Client is embarking on a significant long term programme to evolve its HSES performance, aiming to be one of the top HSES performers within the industry in Asia. Recognising the challenges of such, change the Indonesia HSES Department, our Client now seeks an experienced HSE expert to join the department bringing new knowledge and experience to the organisation as a whole, and enhance the skills of the department through coaching and development
 
The Client's HSE & Security Advisor will have particular responsibility for mentoring and coaching the Health, Safety & Security Manager to help provide HSE support for operated onshore project development, offshore production and offshore drilling operations involving over 500 Client staff and contractors. The challenges include prevention major accidents to assets with a value in excess of $2 billion and protection of the environment in many highly sensitive areas.  
 
The role will ensure that effective programs are in place and practices followed both off- and on-shore, focusing on the development, facilitation and implementation of Business Unit HSE Management Systems. It will also provide management with the tools to measure and improve HSES Performance. Relationship management skills will be important in providing input and resources to other departments and external contractors in the development of HSES related documents, manuals, and procedures.
 
PRINCIPAL RESPONSIBILITIES
 
  • The HSES Advisor will provide strategic, tactical and operational support to enable the HSE Manager to lead the company's local drive for global excellence in occupational health and safety, process safety (including preparation of Safety Cases and verification schemes), and environmental performance (including the identification, tracking and reducing greenhouse gas emissions etc) through influencing other Business Unit managers and directly managing his local HSE&S team. In discharging these responsibilities he will be expected to provide strategic support to assist the HSES Manager
  • Prepare an annual business unit HSES needs assessment and budget
  • Prepare business unit HSES organisation chart and ensure the HSES team and Business Unit is fully staffed with appropriately competent personnel in the areas of occupational health and safety, process safety, and environment.
  • Conduct biannual individual performance reviews of all local HSES staff and establish annual personal improvement and training plans for all local HSES staff
 
The Advisor will also be expected to provide tactical support to deliver Corporate and Regional HSES KPIs and Team Performance Contracts (TPCs) by
 
  • Assisting in establishing annual HSES performance goals
  • Maintaining and coordinating the EARS database of reportable incidents and other corrective action systems
  • Assisting the HSES Manager prepare and deliver annual HSES audit plan, establish a database for audit findings and corrective action tracking
  • Preparing a monthly HSES performance report describing progress against goals, including data on regional incidents, man-hours, corrective action status and significant findings, environmental performance, TPC progress and issues, audits conducted, major findings and status of corrective actions
  • Delivering elements delegated by the HSES Manager of the  HSES plan to deliver BU TPCs by the end of the year
  • Contribute to regional reports on KPIs & TPC progress for regular quarterly regional performance reviews (RPRs) and end of year
  • Prepare quarterly audit report for Audit and Risk Committee and RPRsThe advisor will communicate HSES performance and issues by:
  • Ensuring that weekly HSES conference calls within all active local business unit teams (facilities, drilling, project and production) are established, assist in the preparation and attend these calls
  • Participate in monthly Regional HSES conference calls with the Regional / Group HSES Manager and all regional / business unit HSES Managers
  • Participate in regular regional performance reviews (RPRs) and end of year review as required    
  • Assist the HSES manager by taking a leading role in promoting the company's drive for excellence in health, safety and environmental performance and practices.
  • Mentor the HSE Manager and coach the HSES team, with a focus on individual development and development of an effective and cohesive team.  In particular, proactively personal knowledge, skills and share industry best practice to the HSES team and more broadly in the business unit in a fashion that where people understand why and how to implement sustainable change to practices and procedures.
  • Draft the annual HSES plan for the HSES Manager, establishing corporate, local production, exploration and development needs, and the strategy to address them.
  • Advise the HSES Manager on resource needs and assists in the selection of new recruits and consultants.
  • Work with the HSE Manager to monitor, inspect and evaluate all aspects of Client's HSES activity and performance, developing remedial/action plans as necessary to achieve local and corporate objectives, and develop a best practice mentality.
  • Evaluate potential hazards and risk within the business, assess the impact of any new operational designs/processes/non-routine projects, and develop suitable controls.
  • Review past activities and experiences in building a catalogue of where risks lie, and where improvements can be made looking forward. Follow up with the end users to ensure that corrective actions are closed out and that "lessons learned are applied to enhance performance
  • Advise operational and engineering departments of safety engineering in risk assessment and design requirements for projects and modifications.  
  • Provide support to HSE Manager for the implementation, management and close-out approval of Safety engineering
  • Develop and deliver Health and Safety strategies, policies and procedures that address Government of Indonesia legislative and Client's own requirements.
  • Engender a culture of compliance and change, promoting open and honest communication between all stakeholders and staff and just and fair responses to incidents and non-compliance with requirements.
  • Review and maintain Electronic Accident Reporting System and Corrective Action Register System action lists, address and close resultant deliverables  
  • Ensure facilities and company assets are in compliant state, ready to respond to emergency events
  • Develop and deliver Health and Safety strategies, policies and procedures that address operational and relevant legislative requirements
  • Ensure Major Emergencies and Business Continuity procedures and HSES training are current for onshore and offshore staff. Monitor and assess all related drills and exercises
  • Establish performance standards and targets, monitoring and periodically reporting on progress/achievements made against these, standards and targets (KPI's).
  • Ensure accreditions and Green "PROPER ratings are retained
  • Assist in developing training modules for HSE skill sets within the Competency Development Program and ensures delivery of requirements
  • Compile, review and gain approval for Combined Operations/SIMOPS manuals, review Hazid status reports and "close out actions, then incorporate into SIMOPS Manual.
  • Ensure all critical safety and accident prevention equipment is specified, inspected, maintained, and that HSES training for designated employees is available.
  • Control, assess and manage external consultants and contractors, ensuring they provide a cost effective and efficient service to the company
  • Ensures that all local activities conducted personally, by others including JV partners comply with all legal, partner and company requirements
  • Establish Business Unit emergency response procedures and ensures that they are properly documented, regularly exercised and meet corporate expectations.
  • Perform non-routine tasks, and attend such meetings as directed from time to time by the HSES Manager or as opportunity presents in order to meet company objectives.  Ensures relevant managers and subordinates are kept informed of all major opportunities, developments, problems or potential problems which will impact upon the Business.
  • Provide HSES input to Exploration, Drilling, Projects, and other ongoing operational activities.
  • Undertake audits and investigations as required, within the BU and Region as required.  Actively monitor audit plan achievement, ensure findings and lessons learned are shared, and evaluate effectiveness of corrective actions.
  • Communicate regularly (daily to weekly) with the Regional HSES Manager.
  • Assist the HSES manager by strengthening skills and knowledge in relation to strategy, assurance and support
  • Clear and Measurable HSES plans to cover all objectives and targets, audit, assurance, resource, development and other needs.
 
EXPERIENCE/QUALIFICATIONS
 
  • Minimum 10-15 years experiences in upstream oil and gas, 5-10 years focused upon HSE, ideally with field operations exposure and process knowledge  
  • He should have an outstanding track record in health safety and environmental management, considerable international exposure and demonstrate an intimate knowledge of international health, safety and environmental legislative frameworks, the safety case regime, industry codes and standards.
  • His breadth of experience must include offshore drilling and production operations, as well as platform and pipeline construction,installation, hook-up and commissioning.  Previous exposure of FPSO or FSO production operations would be a distinct advantage
  • Proven experience in Process Safety, Safety Case, QRA, and other recognised verification schemes
  • Proven experience of delivering HSE training & coaching, carrying out inspections and audits, reviewing emergency response
  • incidents and carrying out incident investigations
  • Familiarity with ISO 14001 and OHSAS 18001 standards,
  • Project planning and management skills
  • Fluent in English both written and spoken
  • Highly computer literate with MS Office suite of programs as a minimum
  • Be able to read, comprehend, and interpret complex regulations and laws
  • In-depth understanding of current international standards, best practice and processes
  • Experienced in mentoring and developing a mixed user group of HSE professionals and operational staff, both expatriate and Indonesian
  • Have specialised Exploration, Drilling, Project Development and Production HSE occupational and process safety experience including HAZID, HAZOP, QRA, Safety Case, Verification Scheme, Class and Emergency Response.
  • Have specialised environmental experience including EIA, emissions and discharge monitoring schemes, greenhouse gas reporting and Oil spill response.
  • A passion for doing the "right thing that will benefit the organisation by reducing the impact of operations on both people and the environment in a substantial manner.
  • Able to manage multiple projects in sometimes ambiguous circumstances
  • Influential and able to influence external stakeholders
  • Be credible and possess gravitas, be acknowledged as a technical expert and a "go to advisor on HSE matters
  • Knowledge and experience of living and working in S.E.Asia would be a distinct advantage
  • Must have good presence and maturity, be self-motivated with considerable drive and the ability to communicate at all levels, building strong working relationships with the local authorities, government officials, joint venture partners, local staff and contractors.  Interpersonal skills, diplomacy and sound commercial acumen are vitally important, as is the will to succeed in a challenging environment.
