Drilling Commissioning Services

Mentor understands the areas of risk associated with the commissioning of our Clients Drilling Facilities. We are able to resource, implement, and manage the integration of Drilling Commissioning Teams, required for various Drilling Rig configuration development projects.

Conceptual Design & Front End Engineering Design (FEED)

We offer support and can supply assistance in undertaking the development, evaluation, selection and determination of the optimum project / system solution. This may include the development of the preliminary scope of work, project programme and cost estimates.

Detailed Engineering
Mentor is an internationally recognised source for multi-disciplined project expertise within all areas of Engineering Design.

We offer specialist assistance during the Detailed Engineering phase of projects. A broad discipline range of professional Engineering Specialists can be deployed to undertake our Clients' objectives tailored to the specific requirements of offshore and onshore projects.

All aspects of Design Engineering and Procurement Interfaces are supported which may involve the development, specification, selection, negotiation, witness, testing and post contract award supervision whether required at 'design house' location, vendor's works or international site based environments.

Project Management
Mentor can provide Project Managers & Advisors who will represent our Clients' interests in undertaking the management, supervision and execution of project activities with regard to commercial and technical contractual obligations and responsibilities.

Our organisation is also experienced in providing complete Project Team solutions where this may be beneficial. The Project Team option offers the Client the benefit of a structured multi-disciplined project organisation, which will comprise the essential management & technical resources needed to undertake the execution of an overall project including all aspects of project management and supervision, where required.

Mentor is able to assist our Clients in the trouble-shooting of problem areas; to augment an existing Client organisation and can also undertake independently managed project tasks.

Engineering & Facilities Management
Mentor will provide the necessary technical and engineering assistance required for our Clients' projects. Our Specialists will undertake the responsibility for the supervision and execution of engineering design activities and facilities management activities.

Mentor is experienced in providing a wide range of professional Project Engineers & Facilities/Systems Managers experienced in all aspects of the design supervision & co-ordination of engineering activities for offshore and onshore field developments.

Cost Engineering
Mentor is able to offer our expertise within Cost Engineering and the management of all elements of Cost activities to a specific project. This may involve, Estimating, Cost Analysis and Cost Control. Our Specialists are experienced in the preparation of detailed work budgets, control estimates, trend analysis and forecasting, change and variation control and the monitoring of commitment and expenditure utilising contemporary management systems and analysis tools. We can also offer our advice and implement 'Life Cycle Cost' techniques and procedures.

Planning & Schedule Analysis
Mentor is experienced in providing a complete range of Project Planning needs to our Clients' projects. We can advise upon the optimum project execution plan, the development of summary and detailed resource networks and schedules.

We supply experienced Project Services Managers, Planning Managers and Senior Project Controls Specialists / Planning Engineers experienced within the areas of onshore and offshore project engineering design, procurement, construction, commissioning and plant shut-downs.

Procurement & Materials Management
Mentor is experienced in the supply of Procurement Managers and Purchasing professionals such as Principal & Senior Buyers, Expeditors, Inspectors, Materials Control & Logistical Support Specialists required for the execution of large-scale international project procurement activities.

We can also assist in establishing a complete Procurement & Materials Management organisation, which may include purchasing, expediting, inspection and material control functions.

Our Services also include the supply of Senior Contracts & Purchasing Specialists who can undertake independent bid evaluation & purchasing recommendation activities and the subsequent post order award activities both situated in-house or at designated 'field' locations.

Contracts, Management, Administration & Claims
Mentor provides specialist assistance and offers advice on the development of contract plans, the formulation of contract documentation and the issue of invitation to tender packages and subsequent evaluation, recommendation, negotiation, award and post-award activities.

We are also able to offer confidential Claims Advisory Services utilising recognised industry Claims Specialists who are experienced in the successful review and settlement of claims, commercial disputes and who will be able to advise upon the appropriate claim strategy and method of resolution required.

Health, Safety & Environment
Mentor recognises the criticality of Health, Safety & Environmental Management and can provide specialist assistance within the areas of, Safety Management, Safety Assessment, the implementation and development of Safety Plans, Hazard Analysis (HAZAN), Hazard Identification (HAZOP) and Risk Management & Risk Assessment responsibilities to both offshore and onshore projects.

Quality Assurance
Mentor provides its Clients with a wide range of Quality Assurance, Certification & Control support services including the implementation of Quality & Safety Management Systems (QSMS), the supply of Quality Advisory Managers, Specialists and Engineers during the design, procurement, construction & commissioning phases of a project.

We can assist in providing Specialists who will develop centralised certification and audit tracking systems, co-ordinate project certification requirements, supply Project Certification Engineers during the engineering design and procurement phase and also at vendor's works and construction site locations. Our range of assistance includes the compilation of Project Certification Dossiers and liaison and compliance activities relating to third party inspection and legislative requirements.

Construction Management & Supervision
Mentor offers our Construction Management and supervisory assistance for secondment to our Clients' International site locations.

We supply Construction Managers & Supervisors, experienced in the overall & detailed management responsibilities relating to small, medium and large scale international fabrication / construction contracts for both the offshore and onshore industry sectors.

Commissioning & Operations
Mentor will supply onshore pre-commissioning and offshore Hook-up & Commissioning (HUC) Managers, Commissioning Superintendents and Engineers who will be experienced in all aspects of system, module, platform and plant commissioning activities.

We also offer a 'packaged' Management Team Solution whereby our Client may be provided with a complete Commissioning Resource Group. This entails detailed consultation with our Client prior to the mobilisation of a fully integrated multi-disciplined commissioning task force who will represent the Client's interests in all activities relating to the execution of plant or platform pre-commissioning and commissioning (onshore or offshore).

Onshore & offshore commissioning activities undertaken include, the preparatory commissioning work required in setting up commissioning dossiers and databases, the establishment and supervision of a multi-disciplined commissioning work force responsible for the completion of onshore & offshore work scopes. Support is provided throughout the commissioning period until platform or plant start-up and continues until operational 'hand over' is achieved.

Mentor is able to provide operational support personnel to our Clients during the start-up and plant operation phase of onshore and offshore projects.
